Support to Health Facilities in Ar-Raqqa

For more than seven years, the Syria Recovery Trust Fund has continued to support health facilities in Ar-Raqqa Governorate through the “Support to Health Facilities in Ar-Raqqa” project, to ensure the continuity of essential and critical healthcare services for the population, particularly the most vulnerable groups.

The project aims to ensure the continued operation of seven primary healthcare centres (PHCCs) and the Intensive Care Unit (ICU) at the National Hospital in Raqqa, in addition to supporting the Neonatal Intensive Care Unit (NICU) at the Children’s Hospital within the Ar-Raqqa National Hospital Complex. It also seeks to improve access to primary healthcare, reproductive health, nutrition, referral and emergency services, and critical care for vulnerable and conflict-affected populations.

The project, which will be implemented directly by the Ar-Raqqa Health Directorate, includes support for the continued operation of seven PHCCs. Services will include medical consultations, laboratory and pharmacy services, malnutrition screening and referral, health awareness sessions, essential emergency care for mothers and newborns, as well as referral and ambulance services.

The project will also support the ICU at the Ar-Raqqa National Hospital by providing medication, medical consumables, and medical equipment, as well as laboratory, radiology, and pharmacy services. In addition, it will support the NICU at the Children’s Hospital by providing the essential devices and equipment required for neonatal intensive care.

The Ar-Raqqa Health Directorate formally assumed responsibility for managing the targeted health facilities after receiving the infrastructure, medical equipment, furniture, and operational assets from the previous Implementing Partner. This partnership aims to strengthen the Directorate’s capacity to manage and oversee health services and ensure their sustainability, thereby, guaranteeing the continuity of the provision of essential health services while strengthening institutional ownership and gradually increasing reliance on local capacities to manage and deliver healthcare services.

Furthermore, the project includes relocating three PHCCs from temporary facilities to permanent health buildings, as well as maintenance and rehabilitation works covering sewage systems, electrical works, structural repairs, and improving water, sanitation, and hygiene conditions. Additionally, the project will provide training and capacity-building sessions for healthcare personnel, covering infection prevention and control, patient safety, community engagement and health awareness.

This project has a budget of around EUR 1.07 million, with an implementation period of seven months, followed by three months of post-implementation monitoring and evaluation. It is expected to directly benefit approximately 121,000 individuals, including residents of host communities, internally displaced persons (IDPs), and returnees, as well as women, children, older people and patients suffering from acute and chronic health conditions. Moreover, the supported health services are expected to reach approximately 867,000 individuals within their areas of operation throughout the project implementation period.
