The Programme Strategy & Guidelines

The Programme Strategy outlines the SRTF approach that defines the process from proposal development through to project completion.

 

SRTF will support the Syrian people by assisting local communities in their efforts to rehabilitate essential local services required to provide for their basic needs.

 

SRTF will receive project proposals from implementing entities and Syrian counterparts that aim to restore public services with emphasis on essential services.

 

Project proposals may be submitted to SRTF by any eligible entity provided they meet the eligibility criteria for support to their project initiatives.

 

Funded projects have to be relevant to the specified criterion of the Fund and to adhere to the following guidelines and principles:

  • Repair and rehabilitation of essential public services;
  • Projects implemented with traditional providers of essential services;
  • Purchase, repair and maintenance should comply to local standards;
  • Procurement according to the terms of the SRTF Procurement Manual;
  • Promote cooperation among local councils for exchange of knowledge, best practices and capacity development;
  • Regular monitoring and reporting to the SRTF, donors and the public; and
  • Field monitoring to ensure accountability in use of the SRTF grant resources.
