The SRTF Launches the Multi-Sector Rehabilitation Initiative in Jisr Ash-Shughur in Support of the "Syria without Camps" Vision

Damascus – Sunday, 2 August 2026 – The Syria Recovery Trust Fund (SRTF) is pleased to announce the launch of the preparatory phase for the implementation of the "Multi-Sector Rehabilitation Initiative in Jisr Ash-Shughur - Phase II", following its recent approval.

The project is among the first initiatives supported by the SRTF in implementation of the "Syria without Camps" Vision. It is being implemented in close coordination with the Steering Committee for the implementation of the "Syria without Camps" Strategy, established pursuant to Presidential Decree No. 59 and chaired by H.E. Mr Raed Al Saleh, Minister of Emergency and Disaster Management.

The SRTF has also coordinated closely with the Ministry of Social Affairs and Labour, which, under the directives of H.E. Minister Hind Kabawat, has provided data and information relating to the targeted camps to support the identification of priorities and ensure that interventions are directed in line with actual needs. Coordination also extends to the relevant ministries and governmental entities, the Idlib Governorate, and the Jisr Ash-Shughur Area Administration, ensuring an integrated and unified approach in support of the implementation of the national vision.

The project aims to create the conditions necessary for the safe, dignified and sustainable return of internally displaced persons (IDPs) to their areas of origin by rehabilitating damaged housing, restoring essential services, and strengthening livelihoods. Through these interventions, the project seeks to contribute to ending displacement, supporting local recovery, and fostering long-term stability in the targeted communities.

The second phase of the project includes the rehabilitation of 250 damaged houses, in addition to the rehabilitation of several schools and water pumping stations. It will also provide employment opportunities for hundreds of beneficiaries through a Cash-for-Work programme and support hundreds of families through the establishment and equipping of household gardens for agricultural production, thereby strengthening food security and enhancing the resilience and recovery capacity of local communities.

On this occasion, the SRTF Director General, Eng. Hani Khabbaz, stated:

"This project reflects the SRTF's commitment to directing its resources towards interventions that deliver a tangible and lasting impact on people's lives by supporting the implementation of a key national initiative such as the Syria without Camps Vision, in close coordination with the relevant ministries, committees and governmental entities. By combining the rehabilitation of housing, infrastructure and essential services with support for livelihoods, we aim to create an integrated environment that enables returning families to rebuild their lives, supports local recovery efforts, and contributes to a more sustainable future for the targeted communities."

The total budget of the project amounts to EUR 1.96 million. It is expected to directly benefit 2,195 individuals through the rehabilitation of houses and educational facilities and the provision of Cash-for-Work opportunities. In addition, 250 families will benefit from agricultural support programmes, while between 3,000 and 5,000 people are expected to benefit from improved water services.
