2025: A Transformational Year Across Syria

Damascus – Monday, 16 March 2026 – The year 2025 marked a transformative chapter for the Syria Recovery Trust Fund (SRTF), defined by strengthened partnerships, strategic engagement, including with the Syrian government, and an expanded operational footprint delivering first-of-their-kind initiatives and deepened nationwide impact.

 

Building on opportunities following the country’s liberation, the Fund accelerated its operations, broadened its network of partners, and reinforced multi-sectoral programming to address urgent community needs across Syria.

 

In 2025, the SRTF received EUR 13.82 million in additional contributions from SRTF’s generous donors, underscoring their steadfast commitment to the Syrian people and to advancing the Fund’s objectives. The year concluded with 42 active projects, including 16 newly approved projects. Operations expanded into newly accessible areas such as Darayya, Damascus, Aleppo city, Jisr el Shoughour, Tartous, and As-Sweida, while reactivating a previously suspended project in Dara’a, across priority sectors including Agriculture, Education, and integrated multi-sectoral programming.

 

During 2025, the SRTF’s projects reached over 924,000 individuals across Syria. Approximately 7,600 farmers benefitted from agricultural support, while at least 69,500 people per month experienced improved food security. In the health sector, more than 341,000 patients accessed healthcare services. In addition, around 13,000 individuals gained livelihood opportunities of which 2,030 beneficiaries benefitted from the rehabilitation of 300 houses, and over 367,000 people benefitted from water, sanitation, and hygiene (WASH) services.

 

Furthermore, around 126,000 individuals were supported through multi-sectoral interventions that addressed several interrelated needs within the same effort, spanning sectors such as livelihoods, agriculture, health, energy, water and sanitation, and infrastructure within the same communities. Through this integrated approach, the Fund restores essential services, stimulates local economies, and supports sustainable recovery in conflict-affected areas.

 

Institutionally, 2025 was a milestone year as the Fund opened its first office in Damascus, convened its first Management Committee and Steering Board meetings in Syria, forged new partnerships with the Syrian Government, international and local NGOs, and advanced a stronger area-based, multi-sectoral operational approach, maximising sustainable impact across Syria.

 

Eng. Hani Khabbaz, Director General of the SRTF, reflected on the year’s achievements: “2025 has been a year of transformation for the Syria Recovery Trust Fund. Through strengthened partnerships, expanded operations, and innovative programming, we have reached hundreds of thousands of Syrians with critical support in agriculture, healthcare, livelihoods, and multi-sectoral interventions. Our work reflects the resilience of Syrian communities and our shared commitment, with the Syrian Government, donors, partners, and all relevant actors, to sustainable recovery and rebuilding the foundations of stability across the country.”

 

As Syria enters a pivotal phase in its recovery, the SRTF underscores the urgency of sustained international engagement. Continued support is essential to bridge remaining gaps in vital sectors, restore essential infrastructure, and build a safer, more resilient future for generations to come.
