The Syria Recovery Trust Fund Launches a New Multi-Sector Recovery Project in Jisr Ash-Shugur

In partnership with UNDP, supporting complementary investments to strengthen essential public services

Damascus - Tuesday, 30 December 2025 – The Syria Recovery Trust Fund (SRTF) is pleased to announce the launch of a new multi-sector recovery project in Jisr Ash-Shugur, aimed at rehabilitating and restoring critical public infrastructure to improve access to essential services and support early recovery and resilience.

The project focuses on the rehabilitation of key public facilities, including an agricultural school, an automated bakery, and outpatient clinics within a public hospital. Together, these interventions will enhance access to education and health services, strengthen food security, create job opportunities, and contribute to revitalizing the local economy.

Implemented in close coordination with local authorities and partners, the project includes civil, mechanical, and electrical rehabilitation works, restoration of water and sewage systems, and the installation of solar power solutions to support the sustainability and continuity of service delivery. The initiative is expected to benefit approximately 450,000 people, contributing to improved living conditions and long-term recovery in the area.

This project forms part of a broader, coordinated recovery effort in Jisr Ash-Shugur, where SRTF investments in public infrastructure are complemented by parallel interventions supported by other international partners, including UNDP’s work to rehabilitate and upgrade hospital infrastructure and critical health systems. This complementarity ensures that rehabilitated health facilities are supported by functioning surrounding infrastructure, enabling services to operate more effectively and sustainably.

UNDP Resident Representative a.i., Dr Mohammed Siddig Mudawi, said: “This joint initiative reflects the importance of multilateralism and complementarity in supporting Syria’s recovery. We thank the Syria Recovery Trust Fund for its close collaboration and for being a valued UNDP partner in advancing integrated recovery efforts in Jisr Ash-Shugur. This will help ensure that essential services can operate effectively within a broader recovery ecosystem. We are also grateful to our longstanding partner the Government of Germany, through KfW Development Bank, for its support in rehabilitating public hospitals and restoring access to essential secondary healthcare services. Together, these aligned efforts strengthen the health system maximize impact on the ground and accelerate sustainable recovery for the people of Syria.”

The SRTF Director General, Eng. Hani Khabbaz, stated: “As always, we are proud to have the UNDP working by our side in this new multi-sector, multi-actor initiative. Through the rehabilitation of critical services, we aim to reduce pressure on existing ones and create a more enabling environment for safe and sustainable recovery. We are happy to be able to finally access areas that have been facing a shortage in the availability of essential services. Such efforts will ensure the sustainable delivery of services and improve living conditions in vulnerable communities.”

With a budget of approximately EUR 2.22 million and an implementation period of eight months, the project underscores the importance of coordination, complementarity, and partnership in delivering effective recovery outcomes and maximizing the impact of international support for the Syrian people.
