Enhancing Safe and Dignified Housing in Raqqa and Deir-ez-Zor - Phase III

The Syria Recovery Trust Fund (SRTF) launched Phase III of its Livelihoods project, “Enhancing Safe and Dignified Housing in Raqqa and Deir-ez-Zor”.

Through this project and in collaboration with the Fund’s partner, the SRTF aims to support vulnerable host communities, internally displaced persons (IDPs) and returnees, through shelter rehabilitation, livelihood support and household food production.

This is expected to:

  • Improve dignified and safe living conditions.
  • Reduce key protection risks.
  • Support voluntary and sustainable return.
  • Strengthen self-reliance and income opportunities for returnees, IDPs and host community members in Ar-Raqqa and Deir-ez-Zor governorates
  • Strengthen the resilience and social cohesion of communities hosting diverse populations.

This will be achieved by implementing the following:

  • Rehabilitating around 950 homes through tailored, contractor-led works, including replacing doors and windows, repairing floors, plastering, basic insulation, weatherproofing, and repairing structural cracks, ceilings and damaged fixtures.
  • Providing in-kind garden kits to support 200 small-scale, climate-smart food production at the household level.
  • Delivering practical training sessions focused on the effective and safe use of inputs.
  • Providing short-term Cash-for-Work opportunities to 1,000 individuals, focusing on community-level environmental maintenance and rehabilitation works. These include cleaning public spaces, tree pruning and planting, grass cutting, basic maintenance of irrigation lines in parks and the installation of public waste bins and solar-powered lighting in streets and public areas.

This is anticipated to:

  • Restore safety, basic services, accessibility and privacy.
  • Reduce protection risks and economic strain on vulnerable households.
  • Enhance food security levels and improve dietary diversity.
  • Improve living conditions within communities.
  • Improve the environment by mitigating environmental degradation.

With a budget of around EUR 1.70 million, this project will directly benefit around 7,900 individuals, including at least 30% returnees from Al-Hol Camp. It will also indirectly benefit residents of surrounding communities through improved living conditions, safer neighbourhoods, strengthened social cohesion and enhanced public spaces, by supporting sustainable returns, community resilience and durable solutions in conflict-affected areas.
