The SRTF Mid-Term Review Commends the SRTF’s Expansion, Adaption and Innovation Under Most Difficult Conditions

Jordan – Thursday, 6 July 2017 – The SRTF announced today the completion of its independent Mid-Term Review (MTR) that was recently reported to its Steering Board (SB) and Management Committee (MC). The MTR report described the relevance of the SRTF as “Highly Satisfactory, to the Syrian context, the needs of beneficiaries and to Stakeholder interests and objectives”. It indicated thatthe story underlying the SRTF is expansion, adaption and innovation under the most difficult of conditions” and that the “SRTF outputs are directly reaching beneficiaries”.

 

Commenting the report, Eng. Hani Khabbaz, Director-General of the SRTF, underlined the importance of the MTR findings and expressed “gratitude for the strenuous efforts exercised by independent evaluation team who produced the report.” He said: “the MU will follow up on these findings and expects to further enhance the already significant progress achieved over the past three years in alleviating the suffering of the Syrian people inside Syria.” The Director-General also thanked member states for their support and the SRTF team for their hard work and dedication.

 

The MTR findings are strongly supported by the achievements and successes of SRTF projects illustrated in its 2015 and 2016 Annual Reports (AR), The 2016 AR shows an increase in the number of SRTF interventions, an expansion of its outreach to new locations, beneficiaries, innovation and adaptation to ever more complicating conditions in the fifth year of the Syrian conflict.

 

According to the 2016 AR six new projects were approved in 2016, bringing the total amount of SRTF investments in alleviating the suffering of the Syrian people inside Syria to over EUR 92 million from approximately EUR 55 million at the end of 2015. The increase in the number of interventions coincided with and expansion of the local communities reached to over 100 from just around 50 in 2015 in the five governorates of Aleppo, Idleb, Hama, Dar’a and Quneitra.

 

In 2016, the SRTF also started interventions in the education sector and in the sanitation sub-sector while enhancing training and capacity building activities. This brought the number of SRTF operational sectors from 6 in 2015 to 8 in 2016.While the total number of direct beneficiaries targeted by the SRTF projects in 2016 stood over 4 million people compared to 1.8 million in 2015,  the actual numbers may well be higher.

The number of beneficiaries, for example, of health care services in 2016 reached 180,000 patients, including nearly 20,000 surgery patients. Approximately 30,000 farmers received hessian sacks for storage and transportation of their wheat harvests. They also benefited from the livestock vaccinations campaigns of SRTF projects. Over 327,000 Syrians benefited monthly from SRTF food security projects. Other beneficiaries such as those rescued to hospitals by SRTF-provided ambulances, are difficult to quantify.

 

The MTR also acknowledged the overall satisfaction of the SRTF Member States in its performance. The increase of stakeholders’ confidence is reflected in the additional financial contributions received by the fund in 2016, which increased by almost EUR 48 million, compared to EUR 30 million in 2015, bringing the total amount of donor contributions to EUR 168 million.
